Nearly a decade after the proclamation of the European Pillar of Social Rights in 2017, the European Union is increasingly focused on translating its principles into concrete policy outcomes. The Pillar sets out a shared vision for Europe’s labour markets, including secure employment, fair wages, safe and healthy working environments, work-life balance and strong social dialogue – elements that together define what is commonly understood as quality jobs.
By the end of 2026, the European Commission is expected to present a Quality Jobs Act – the legislative follow-through to the New Quality Jobs Roadmap published in December 2025. The Act is expected to address key challenges shaping the world of work, including algorithmic management and artificial intelligence in the workplace, occupational health and safety, subcontracting, just transitions and a strong role for social partners in shaping the world of work. It is also expected to connect with ongoing debates on a right to disconnect and fair telework.
As labour markets evolve – driven by digitalisation, the green and digital transitions, labour and skills mismatches and shortages, and new forms of work – the question is how these commitments can be reflected in practice. In this context, the anticipated Quality Jobs Act offers an opportunity to strengthen employment standards while addressing concerns about economic security, social protection and European competitiveness.
As part of CESI’s EU co-funded “PillAct” project, the 2026 edition of CESI’s Summer Days will bring together policymakers and representatives from public authorities, social partners and the scientific community to discuss how the anticipated Quality Jobs Act can contribute to strengthening Social Europe and improving job quality across the European Union.
