DIALOGUE+: Empowering Trade Unions

CESI is proud to implement DIALOGUE+, an action aiming at empowering trade unions across Europe to engage proactively in shaping socially sustainable responses to the profound transformations currently affecting labour markets. These transformations - driven by policies on boosted competitiveness, climate neutrality, and digitalisation - are rapidly evolving under the EU’s agenda. To ensure these changes are fair and inclusive, the active involvement of workers and their representatives is crucial.

DIALOGUE+ addresses this need by effectively contributing to the implementation at national level of three core frameworks of EU policy-making: EU social dialogue, the European Semester, and the European Pillar of Social Rights. These instruments are increasingly central to how labour market policies are shaped at both the European and national levels, particularly as the EU pursues new initiatives such as the Quality Jobs Roadmap and a renewed EPSR Action Plan.

Through a comprehensive programme of hybrid sector-specific training sessions, an immersive exchange programme, and pan-European events, the project equips trade union representatives with the knowledge, skills, and practical experience necessary to participate meaningfully in processes under the European Semester, the implementation of the EPSR and social dialogue, and to make sure they have concrete and socially beneficial impact at national level.

DIALOGUE+ builds on CESI’s longstanding work in areas such as digitalisation, ecological transition, gender equality, and active labour market policies bringing together trade unionists from across Europe and fostering cross-border collaboration, mutual learning, and shared advocacy strategies.

Implemented by CESI, DIALOGUE+ strengthens the voice of workers and contributes to making future labour market reforms more socially balanced and inclusive.
