
CESI published a new consultation contribution of CESI Youth on a European Skills Portability Initiative.
In the position, CESI Youth expresses its support of the EU's objective of improving the portability and recognition of skills and qualifications across the Single Market, as a cornerstone of fair labour mobility, quality employmen tand social cohesion in the European Union.
CESI Youth Representative Angelo Peitrangeli said: "Young workers are disproportionately affected by barriers to recognition of skills and certifications, precarious employment while trying to climb career ladders, and fragmented career pathways. Addressing these obstacles is essential for a socially just and barrier-less internal market."
As such, the consultation contribution stresses the need for the EU to foster:
- a digital-first, interoperable EU framework for skills portability and qualification recognitions, building on and integrating existing tools such as European Qualifications Framework, Europass,theEuropean Skills, Competences, and Occupations (ESCO) classification tool, and the European Digital Credentials for Learning – ensuring they arewidely used and effectively recognised by national authorities and employers.
- simplified and more harmonised procedures for unregulated professions, supported by mutual-trust mechanisms and standardised competence profiles.
- improved validation of non-formal and informal learning and a credible and worker-centred approach to micro-credentials and non-formal learning – enabling especially young workers to demonstrate skills gained through traineeships, apprenticeships, volunteering and early-career employment and ensuring they lead to decent work rather thandead-end training.
