CESI speaks at Implementation Dialogue of the European Commission on fair postal and parcel delivery regulation


Yesterday, CESI Secretary General Klaus Heeger spoke at an Implementation Dialogue of the European Commission on a forthcoming EU Delivery Act, representing CESI as a European trade union umbrella organisation and social partner for postal services.
The Implementation Dialogue, hosted by European Commission Executive Vice-President Stéphanie Séjourné, served to inform the European Commission in view of a new EU Delivery Act which is planned to revise or replace the existing EU postal services directive and EU cross-border parcel delivery services regulation. It was attended by further stakeholder organisations and social partner organisations including UNI Europa and PostEurop.
During his intervention towards the Commissioner, CESI Secretary General Klaus Heeger stressed that, as the EU seeks to modernise its postal and parcel regulatory framework, ambitious universal access to postal and parcel services must be at the heart of the future EU Delivery Act. He unerlined that postal and delivery services are services of general economic interest that are essential for social and territorial cohesion, particularly for citizens in rural and remote areas, older people, persons with disabilities, and all those who rely on affordable and reliable delivery services. At the same time, universal service can only be maintained through fair and sustainable financing and by preventing market practices that undermine the providers carrying these obligations, he emphasised.
In line with CESI's position on a new EU Delivery Act, for CESI as an EU-level voice of postal and parcel sector workers, it remains essential that the new framework ensures high level universal service obligations covering postal items and parcels and guarantees decent working conditions for employees and fair competition for all operators in the sector, preventing social dumping and precarious forms of work in a regulatory framework where all operators contribute fairly.
