CESI@home on corona recovery and resilience plans

The next steps for Trade Unions

Dear members, partners and friends,

We herewith invite you to our CESI@home on Friday May 28 from 9:30 to 11:00 o’clock on the following subject:

‘Corona recovery and resilience plans: Next steps for trade unions’

Last year, the EU adopted the Corona Recovery and Resilience Facility, almost 700 billion Euros heavy, in order to provide Member States with loans and grants to re-build their social, economic and environmental infrastructures that were hurt as a result of the Covid crisis. During the last weeks, Member States have started to submit to the European Commission their proposals for national plans on how they would like to spend the grants and loans that can be attributed to them. During the next weeks, the European Commission is assessing the compatibility of the national plans proposals with EU environmental (Green Deal), social (European Pillar of Social Rights) and digital transition targets. Thereafter, it will transform the national plans into proposals for Implementing Decisions for each Member State which the Council is scheduled to adopt after the summer recess. Thereafter, first grants and loans would flow to the Member States.

Do the national plans proposals reflect a fair and sustainable balance between the economic, the environmental and the social? Which priorities do they set forth in the area of employment and social affairs? Will they be able to contribute to a socially fair and inclusive recovery and bring back more and better jobs? And how can trade unions intervene and ensure that the individual initiatives which are envisaged in the plans will be planned and executed in close consultation with national trade unions and social partners?

The debate will be facilitated by:

–      Marta Pilati, Policy Analyst at the European Policy Centre (EPC) and author of the study ‘National recovery and resilience plans: Empowering the green and digital transitions?’

–      Roberto Di Maulo, Secretary General of the Italian Confsal-Fismic trade union and Vice-President of CESI

–      Klaus Heeger, Secretary-General of CESI
