Active labour market policies: New roles for trade unions to support workers

In an era of unprecedented structural changes in the European labour markets, performing active employment policies remain a vital tool for the protection of the most vulnerable and the preservation of social cohesion and welfare. The globalisation of the markets, demographic changes, the digitalisation and automation of work, the green and digital transitions, and now, the pandemic, have reshaped the way work is performed and labour markets are organised.

Can active labour market policies (ALMPs) play an important role in mitigating the consequences of the current transitions in employment and support those at risk of permanent detachment from the labour market and social exclusion? How may measures for targeted institutional interventions create quality jobs and improve matching between workers and jobs, reduce (long-term) unemployment and increase opportunities for jobseekers, and, in the long run, boost productivity and enhance GDP growth? And what is the role of trade unions and social partners in the delivery, design and implementation of these policies?

CESI invites you to an online ‘CESI@home’ debate to hear, exchange and discuss about best practices for effective active labour market policies and promising approaches for quality job creation, especially for workers and citizens that have been affected and hit most by the Covid crisis.

The conversation will focus on the activities of the European Union in this area, challenges, and achievements in particular countries, and, finally, the role that trade unions can play to support active labour market policies and efforts of public employment services.
