Public Administration Expert Commission

The Public Administration (PA) Expert Commission gathers representatives from local, regional, national and EU-level administrations, including tax office personnel, to present their expertise, compare national reforms, share best practices and elaborate opinions on European initiatives in this field.

In 2024, the expert commission will focus on topics including:

  • Improved staff recruitment & retention in public administrations, especially through improved employment and working conditions
  • A strong public service agenda in Europe, especially as regards greater investments, recognition and support for public administrations and its personnel to manage crises
  • Implementation of the OECD/G20 Inclusive Framework on BEPS in the EU, especially as regards the proposal to ensure a global minimum level of taxation for multinational groups to ensure fair taxation
  • Advocacy on the proposals for framework for income taxation (BEFIT) and for a new Directive to prevent the misuse of shell entities for tax purposes and ensure fair taxation
  • Advocacy on a possible evaluation of Direcitve 2011/16/EU on administrative cooperation in the field of taxation

The work of the expert commission informs CESI’s position in the European Social Dialogue Committee in Central Government Administrations.
