Oscar Huerta Melchor, a Mexican national, has been a staff member of the OECD since September 2007. His area of interest is public management reform from an organizational, personnel and legal perspective. He has lead and participated in a number of public management reviews, mainly in Latin America and Europe, covering areas such as change management, efficiency, human resource management, service delivery. He is currently responsible for the work of the OECD Public Employment and Management Working Party. Before joining the OECD, he worked as a lecturer on public administration at the National University of Mexico and in other research positions. He holds a PhD from the University of York, United Kingdom.
