On 4 December, 2006, a joint seminar,
bringing together both EUPAN (European Public Administration Network) and TUNED
(trade union delegation, made up of EPSU and CESI) took place in Helsinki, which
was devoted to the topic "Leadership and the Lisbon Strategy". In the run-up to
the seminar, several working meetings were held, chaired by the Finnish council
presidency, at which case studies were used to illustrate various aspects of
leadership.
In the joint declaration, both sides stressed how significant a role good
leadership plays in the quality of administration. Particular emphasis was given
to the notion of leaders as well as the social skills of those in charge. The
involvement of trade unions and conducting an open dialogue with regard to the
ongoing reforms in the public service was also acknowledged..
