On 5 April, 2006, USSP/CESI, CESI’s
public sector association, held a meeting in Brussels. In the re-election of the
presidium, Christian Chapuis (UFCFP-CGC, France) was unanimously re-elected as
President. Klaus Geiser (EULOS, Germany) was also unanimously returned to office
in his capacity as Vice-President. José Fernandez (CSI-CSIF, Spain) and Raymond
Hencks (CGFP, Luxembourg) were elected to the Presidium for the first time as
Vice-Presidents. Hencks is also President of the Luxembourg Economic and Social
Council and a member of the European Economic and Social Committee.
Over the course of discussions, the USSP/CESI examined the latest initiative
from a section of the European Parliament for a directive on services of general
economic interest. Klaus Geiser, the rapporteur, believes this initiative should
be warmly welcomed: "A directive in this form would bring an end to the
lingering legal uncertainty and make a clear distinction between national and EU
competences. Above all, it is important to the USSP/CESI that local authorities
be allowed to make an autonomous decision on the provision of these particular
services. Independent trade unions will thus pay close attention to further
developments. We expect the European Commission finally to make use of its right
of initiative and present a directive which incorporates these sensible
suggestions from the European Parliament." |
