Meeting of the USSP/CESI The USSP, CESI’s sectoral association which represents the public sector, held its first meeting on 10 March 2005 after the statutory congress held on 3 December 2004 which was chaired by Christian Chapuis (FP-CGC, France). There were several items of considerable importance on the agenda. First, the USSP considered the cooperation agreement concluded between the CESI and the EPSU and ratified by the Executive Board on 21 February 2005, which opens up new possibilities for the European social dialogue. The USSP went on to lay out its work programme for this year, stressing the necessity both to stick more effectively to basic concerns as well as to define the doctrinal and strategic positions in the Commission’s 2005 Work Programme. The participants also listened to Robert Polet’s excellent presentation on "The social dialogue in Europe in the public sector". They also heard a communication by Jean Barruillet (FP-CGC, France) relating to "Public service career patterns in France". The rest of the meeting was devoted to examining the draft directive on services in the Internal Market (so-called "Bolkestein directive") that is calling for very clear reserves. The USSP also made public a press release relating to what it sees as an attack on the Belgian public service: the threatened job losses among public service advisors. The USSP reiterated its attachment to the status of the public service and to the intrinsic value of the public sector in the face of a market-driven private sector. |
