27-05-2004: USSP/CESI demands to preserve the quality of public services in Europe

In a resolution (rapporteur: Gerd Eßer, dbb, D) the Association of Public Sector Trade Unions of CESI (USSP/CESI) demands to preserve the public services as a stabilising element of a democratic European society and to continue to develop them so that they are future-proof.
According to USSP/CESI it has to be ensured that the public services maintain sufficient materials and personnel in order to safeguard their legal security, parity, neutrality and continuity. Undertaking budget consolidation measures in the Member States must not lead to the detriment of the sustainability of public services.
In addition, USSP/CESI demands for the recognition of public administration as a key location factor. Its efficiency requires modern quality and human resource management.
Furthermore, access to public administration services at socially balanced prices has to be guaranteed to all citizens.
With regard to the public service employees, USSP/CESI demands a pay commensurate with job and performance, which makes employment in the public sector attractive. Prospects for further vocational training in the spirit of life-long learning make an essential part of this.
